Title:                  Planning Engineer

Reports to:        Manager, Transmission & Substation Engineering and Planning

Job Summary:  
PIC Group has an exciting opportunity for a Planning Engineer in Anchorage, Alaska who will assist in the development of programs, procedures, and work processes that maximize economic return and support the Engineering Department, particularly in the Planning section. The Planning Engineer plays a critical part in long-range engineering plans, capital improvement initiatives, and performance reporting. The Planning Engineer will review distribution, sub-transmission, and transmission outage events, analyze data, identify patterns, and recommend actionable solutions that align with system improvement goals.

Essential Duties and Responsibilities:
•    Support departmental projects and ensure that objectives and deadlines are met; implement corrective actions when necessary.
•    Monitor budgets and maintain financial oversight for assigned projects.
•    Collaborate effectively within cross-functional teams, promoting high-performance standards and team cohesion.
•    Develop a thorough understanding of data sources and information systems, integrating knowledge from engineering, business, and IT to accomplish tasks.
•    Participate in the development of long-term plans, including the Capital Improvement Plan and Title 21 Undergrounding Plan.
•    Collect, interpret, and analyze data to report trends, measure operating conditions, and assess system demands.
•    Prepare supporting documentation for strategic initiatives, including the Strategic Plan, Power Requirement Study, Financial Forecast, and Business Plan.
•    Review construction drawings and specifications to ensure they meet operational performance criteria.
•    Provide operational support to construction, operations, maintenance, and outage planning teams.
•    Review system status and outage data, analyzing patterns to inform decision-making and improve system planning.
•    Develop and maintain system models to assess system stability, configuration, and growth.
•    Coordinate with internal departments and external agencies on system protection, design, and construction needs.
•    Participate in planning and operational studies in collaboration with senior engineers, consulting firms, and regulatory bodies.
•    Stay updated on industry trends, power system technologies, and best practices to ensure ongoing improvement in planning strategies.

Job Requirements:
•    Ability to manage multiple tasks with competing priorities, communicating challenges in advance to minimize impacts.
•    Strong working knowledge of electric utility transmission and distribution systems, including system protection practices.
•    Practical knowledge of computer software and system analysis simulation tools, such as PSS/E or SynerGEE, is desirable.
•    Excellent verbal and written communication skills, with the ability to present technical information clearly.
•    Ability to collaborate effectively with other departments in preparing plans, reports, and operational documents.
•    Experience preparing feasibility studies or construction cost estimates is a plus.
•    Familiarity with union environments is preferred.

Physical/Travel Requirements:
•    This position is primarily office-based, with occasional field assignments and travel for site inspections, technical meetings, and conferences.
•    Some out-of-state travel may be required for training or industry events.
•    Must be available during major outages or emergencies to support system recovery efforts

Education / Experience:
•    Bachelor of Science in Electrical Engineering required
•    Alaska Professional Engineer registration or ability to obtain within 1 year is required.
•    Additional academic work in engineering economics, statistics, and decision analysis is preferred.
•    2+ years of progressively responsible electric industry experience, preferably within an electric utility, including at least one year in system analysis, planning, or construction.
