Title: Construction Manager – Electrical Distribution

Job Summary:
PIC Group is seeking a highly experienced Construction Manager – Electrical Distribution to lead and manage the construction and maintenance of distribution and sub-transmission facilities in Anchorage, Alaska. In this role, you will oversee inspection and survey staff, contractors, and collaborate with various stakeholders, including utilities, customers, and regulatory agencies. You will ensure that all construction projects meet stringent safety, operational, and efficiency standards while being delivered on time and within budget. This role is critical in managing contracts, resolving construction claims, processing change orders, and maintaining clear communication with all project stakeholders.
Essential Duties and Responsibilities:
Construction:
• Prepare and finalize construction packages for bidding, manage contract negotiations, and oversee the bidding process.
• Manage contract terms, performance requirements, invoicing, and address any design or construction discrepancies.
• Review project designs, cost estimates, and bid packages to ensure constructability, adherence to standards, and completeness.
• Coordinate construction activities with contractors, agencies, and stakeholders to ensure minimal disruption and efficient project execution.
• Approve invoices, manage change orders, prepare progress reports, and oversee project schedules.
• Ensure all construction work meets design and operational standards; manage project closeouts, including final reconciliations and invoicing.
Engineering:
• Establish and maintain construction criteria for distribution and sub-transmission facilities.
• Provide guidance on construction methodologies, serve on external committees, and oversee updates of system diagrams and maps.
• Lead design and construction meetings, working with inspectors, designers, and engineers to address project needs.
• Oversee survey and data collection efforts to ensure accurate and up-to-date project information.
• Implement and monitor project controls to keep schedules and budgets on track, while ensuring proper documentation.
Supervisory:
• Manage a team of Distribution Inspectors, Designers, Technicians, and Surveyors, ensuring project completion and resource optimization.
• Provide staff training and professional development opportunities, set performance goals, and conduct appraisals.
• Direct and assign work, monitor team performance, and ensure compliance with safety standards and documentation protocols.
• Ensure projects are delivered within scope, budget, and quality requirements, while fostering a productive and motivated team environment.
Job Requirements:
• Deep understanding of electric utility system design, operations, construction, and safety standards, particularly in high-voltage environments.
• Familiarity with RUS design standards, National Electrical Safety Code, OSHA regulations, environmental laws, and construction contracts.
• Expertise in the construction practices of Alaska, with knowledge of the environmental regulations that impact utility construction projects.
• Ability to lead and direct staff and contractors in the design and construction of electrical distribution and sub-transmission systems.
• Proficiency in project management software, CAD design tools, GIS databases, and Microsoft Office applications.
• Experience managing survey instruments and GIS tools for electric utility projects.
• Strong leadership, teamwork, and communication skills to collaborate effectively with cross-functional teams.
• Proven organizational skills with the ability to develop and train a high-performing workgroup.
• Experience in the design and construction of substations, transmission lines, underground electrical systems, and other similar facilities.
• Prior experience as a journeyman lineman, utility construction superintendent, or utility operations manager is preferred.
• Experience working in a union environment is beneficial.
Physical/Travel Requirements:
• Primarily office-based with frequent field inspections and construction reviews in varying weather conditions.
• Occasional out-of-town travel and meetings, including air travel via fixed-wing aircraft or helicopters, may be required.
Education/Experience:
• Bachelor’s degree in Engineering, Engineering Management, Business Administration, or a related field.
• Specialized training in electric utility design, construction management, contract administration, and utility accounting is preferred.
• Registered Professional Engineer in Alaska or eligibility to obtain registration within one year is highly desirable.
• 10+ years of experience in electrical distribution design, construction, and operations, with a minimum of 2 years in a supervisory role.
