Location: Downers Grove, IL
JOB SUMMARY
The Project Engineer is responsible for planning, organizing, and executing project scope development, cost estimating, and managing the approved scope for all assigned projects. This role also provides technical support to the Construction and Turnaround Departments during construction, commissioning, and startup to ensure correct installation.
JOB DUTIES & RESPONSIBILITIES
Safety Compliance: Adhere to and actively participate in all site safety programs, ensuring compliance with safety policies in both office and field environments.
Project Stewardship: Oversee project objectives and performance standards, including scope development, cost management, scheduling, quality assurance, mechanical performance, safety, constructability, environmental impact, customer satisfaction, and legal/regulatory compliance.
Process Adherence: Follow the CITGO stage-gated process for initiating, developing, and executing capital projects. Maintain and manage all project-related documents and ensure approval processes are completed.
Collaboration: Work independently and as part of a cross-functional team, which may include Process Design, Electrical/Instrumentation Engineering, Reliability Engineering, Operations, and Construction, to ensure successful project implementation.
Monitoring & Reporting: Track project cost and schedule, providing monthly reports, cash flow forecasting, and change order management. Manage scope control, outside contract engineering work, and material quality checks.
Execution & Support: Manage detailed design and major material purchases for all assigned projects. Assist Process Engineering, Operations, Construction, and other departments with their project-related responsibilities.
Management of Change (MOC): Lead the MOC process, including Pre-Start-up Safety Reviews (PSSRs), to ensure safe commissioning and startup of new installations.
EDUCATION & EXPERIENCE
Education: Bachelor of Science in Mechanical or Civil Engineering from an accredited university.
Experience: Minimum of 2 years as a Project Engineer, preferably in a petroleum refinery. Experience in the chemical or power industries will also be considered.
TECHNICAL SKILLS
Knowledge of commonly used industry engineering standards, practices, and procedures specific to the oil refining process.
Proficiency in Microsoft Office and other commonly used software programs.
Working knowledge of PV Elite and CEASAR II is desirable but not required.
