This estimating work will largely be for capital budget planning, involving hundreds of estimates. The type of estimator we are looking for is one that can handle creating a large number of budgetary estimates, using either vendor quotes, history, or vendor proposals, at varying degrees of confidence. Confidence intervals in the information backing the estimate determine contingency percentages. Industry norms would say most of the estimates that are produced are at a LEVEL 3 OR 4.
