Seeking a Process Control Engineer to support our client at their refinery in Superior, WI. Looking to have someone start asap and project expected to be completed by end of the year.

w2, 70/hr + 1.5x OT (anticipated 60 hours/week) + $166/day per diem + mob/demob + paid trips home.

The Process Controls Engineer/ Technologist position is in the refinery Technical Service group and will be responsible for process control support in Superior refinery operating areas. The position will work closely with the operation team, process engineers, reliability engineers and the instrument and controls technician to support day-to-day refinery operations.

Responsibilities will include development of process control strategies/graphics, optimization, support/troubleshooting of DCS/SIS/PLC applications, support of the alarm management system, loop tuning and monitoring control system performance. Other duties will include project support, support of the Management of Change process, HAZOP participation, developing operator training materials, and conducting operator training. The position works collaboratively with and provides technical expertise and guidance to project teams, to ensure changes affecting DCS, SIS, PLC and alarm management applications are safely designed, installed, and meet the requirements of company standards and regulatory agency standards.

This position provides technical expertise on DCS/SIS/PLC automation standards and control equipment specifications.

Responsibilities:
• Responsible for providing control system technical/ troubleshooting support to operating and maintenance personnel, loop tuning, and monitoring/reporting on control strategy/DCS performance.
• Responsible for control strategy identification/development to optimize the process.
• Provide control system design, implementation and maintenance for Plant DeltaV BPCS and SIS hardware and software.
• Support the control strategy/system development aspects for all projects in the refinery.
• Work with process and economic engineer(s) to develop advanced process control system (APC) and/or process optimization control strategies to maximize the plant profits and safe operating windows. Support APC applications after implementation.

Deliverables:
• Provide support for DeltaV BPCS, Safety Instrumented Systems and PLCs.
• Develop Automation/ Control – IT/OT interface solutions.
• Alarm Management & rationalization.
• Loop tuning.
• Develop documentation, standards, best practices, and capture lessons learned for the process control environment.
• Attend and contribute at Risk Assessments, HAZOP studies, and incident investigations.

Qualifications:
• Bachelor of Science Degree OR Technologist in Chemical/Electrical/ Instrumentation Engineering.
• 10 + years of experience in the Process Controls field.
• DCS Project Design, Management and Commissioning experience.
• Process Control Optimization experience, analytical and alarm management.
• Provide Process Control design and implementations support to projects.
• Develop and review testing and commissioning of Process Control equipment in refinery.
• Develop, review and implement Process Control deliverables such as Caue & Effect (C&E), Control Narratives and Piping and Instrumentation Diagram (P&ID).
• Subject Matter Expert/ Technical Authority in following areas:
o Programable Logic Controllers (PLCs)
o Basic Process Control System (BPCs)
o Safety Instrument System (SIS)

• Previous oil and gas related experience or refining/petrochemical experience.
• Understanding of basic project management fundamentals, project economics, support and execution.
• Strong attention to detail with a demonstrated ability to work independently and meet deadlines.
• Strong interpersonal, organizational, communication and leadership skills.
• Conduct a failure analysis and provide recommendations for failed process systems.

Candidate must have hands on Delta V experience.
