Job Summary:  
PIC Group has a great opportunity for an experienced Project Engineer to work for one of the world’s most respected design, engineering, and project management consultancies to address a variety of tank projects within a refinery in Toledo, Ohio. The Project Engineer provides engineering support on behalf of the client to specialized tank projects for FEED and Detail Design scopes of work being carried out by appointed contractors as well as supporting construction scopes from an engineering perspective.

Essential Duties and Responsibilities:
•    Primary point of contact on project team for all engineering related matters.
•    Oversees engineering development and execution utilizing either on-site design staff or local Engineering companies.
•    Accountable for the safe and efficient delivery of project engineering scopes through the use of project management standard practices and demonstrating conformance.
•    Deliver moderate to large sized tank work packages for capital projects, achieving safe and cost-effective solutions which are fully integrated and satisfy client requirements and the expectations of stakeholders while balancing cost, schedule and quality.
•    Support technical queries (RFI’s) and Change Management scopes relating to project design phases and field enquiries.
•    Supports contractor design package structure development, reviews and verification scopes of work.
•    Responsible for coordination with client regarding Project Assurance and Technical Assurance activities, and with legal, environmental and other project activities.
•    Develops project engineering scopes in collaboration with operations, process engineering and discipline representatives.
•    Facilitates project meetings to develop and review project scope, design criteria and discipline drawings.
•    Drives the approval by the appropriate technical authority of equipment specification and drawings.
•    Assists with development of equipment and material bid specification, bid evaluation and selection.
•    Manages wide variety of simultaneous tank projects with competing priorities in various execution phases across multiple manufacturing processes in the refining complex.
•    Works with site and corporate procurement to develop/implement a procurement strategy for each project.
•    Supports Project Manager and Project Controls team on estimating, budgeting and scheduling activities associated with engineering phases.
•    Assists Project Manager in development of project documentation, PEP, PQP, PSCM etc.
•    Ensures delivery of specified equipment by facilitating shop inspections and factory acceptance testing.
•    Provide cross-discipline coordination to ensure that work is carried out effectively and efficiently.
•    Participates in project-specific risk management plans and proactively manage engineering technical risk throughout project execution to minimize company exposure.
•    Assists Project Manager in development of project cost estimates and schedules for each phase and for AFE/DSP development.
•    Through a support role, coordinates with construction personnel and Contractors to assure that field activities are completed safely, on time, within budget and in accordance with the design requirements.
•    Assist with mechanical start-up plans and procedures, provides technical support during start-up, supports training activities and assures documentation and knowledge transfer.
•    Provides appropriate files to maintenance and operations for record keeping.
•    Support project documentation collation and close out activities as well as any benchmarking.

Job Requirements:
•    Knowledge of engineering delivery experience in tank related projects.
•    Working knowledge of design and manufacture of tank systems.
•    Familiar with project stage gate delivery methodology and gate packages and or requirements.
•    Extensive experience in effective and efficient Project Management procedures.?
•    Experience with drafting proposals/quotes/bids
•    Excellent leadership and mentoring skills.
•    Ability to articulate, have clear and analytical approach to problem solving, and good decision-making abilities.
•    Motivated, self-starter with a 'get it done' attitude and be proactive.
•    Excellent communication skills, both written and verbal
•    Strong teamwork and collaboration skills
•    Generally understand and utilize Information Technology in the performance of work including Internet, Intranet, Microsoft Windows OS, Adobe Acrobat, Microsoft Office Suite and other related systems.
•    Must be willing to work onsite.

Physical Requirements:
•    Office and site environments with travel as required. 
•    While on site, may require protective equipment (i.e., hard hats, safety glasses, air masks, ear protection, etc.)

Education / Experience:
•    Bachelor’s degree in engineering, (Mechanical, Chemical or Petroleum) or a related field, or 8 years of relevant experience, or alternatively 8+ years proven experience in similar Project Engineer roles is required.
•    Chartered/Profession Engineer Status or related Project (PMP or PMQ) Accreditation is required.
•    Previous engineering delivery experience in tank related projects is required.
