SPECIFIC DUTIES
Support the CLIENT Nuclear & Criticality Safety Engineering (N&CSE) organization in the development of emergency preparedness documentation for various nuclear facilities at the Savannah River Site.
Prepare, develop, and review Emergency Planning Hazards Assessments (EPHAs). This includes participating in hazards analysis meetings; and where necessary, develop accident analyses using barrier analysis (i.e., failure of engineered barrier, failure of administrative barrier or control), and performing emergency planning zone (EPZ) and emergency action level (EAL) evaluations.
In the preparation of EPHAs, perform consequence assessments using the ALOHA and/or HotSpot computer codes.
Ensure that the developed EPHA documentation complies with requirements. Demonstrate personal accountability for project schedules, deadlines, budgets, and the safe performance of work.
GENERAL DUTIES
Scopes technical tasks and develops creative solutions to assigned problems. Begins using systems and meeting requirements with minimal supervisory guidance.
Accept complex tasks and receives minimal guidance from senior professionals. Incorporates conventional engineering or scientific practices and a variety of complex features such as complicated technical requirements, application of new or special materials or processes, and difficult coordination or oversight requirements into problem solving and program planning.
Provides limited guidance and direction to less senior engineering professionals. C
arries out development and qualification programs on tasks concurrent with other phases, such as design and fabrication, to better evaluate and minimize future problems.
Develops alternate solutions to existing problems. Performs all detail work necessary to determine best solutions.
Evaluates proposals and makes recommendations based on proposed projects/tasks in area of assignment. May delegate portions of the detail work to less senior personnel.
Prepares costs and schedule estimates on proposed projects/tasks in assigned area. Demonstrates cost and schedule consciousness through timely completion of assigned tasks and projects.
Prepares manuals and other documents supporting or publicizing the technical effort.
Demonstrates creative ability through medium of patent disclosures, problem solving, engineering reports, technical papers, and articles.
REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE Education:
Degree in applicable science or engineering discipline.
Experience:
Entry-level (with PhD); 2-4 years (with MS degree); or 5-10 years (with BS). Alternate combinations of education and applicable experience may be considered at the discretion of the Manager.
Skills:
Understands and applies advanced knowledge of discipline's standard theories, concepts, principles, and techniques; has working knowledge of standard engineering/scientific practices and applications Candidate’s resume must demonstrate a minimum of four (4) years’ experience in emergency planning through support to the Department of Energy (DOE).
Previous experience with implementation of DOE O 151.1 Comprehensive Emergency Management System and its implementing Guide DOE G 151.1-2 Technical Planning Basis is required.
Experience using ALOHA and/or HotSpot is required
OTHER REQUIRED QUALIFICATIONS
Area Security Access:
Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.
PREFERRED QUALIFICATIONS
Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred
