[Construction Planner] Nuclear Construction Coordinator

Represents construction management on the project team and has ownership of the more complex projects and / or work authorizing documents (WAD) technical, cost and schedule baselines. Administer and ensure compliance with elements of the direct hire or subcontract management program on a site-wide basis. Develop programmatic changes and enhancements to the subcontract management program in order to satisfy DOE concerns and directives on a site-wide basis.
Interface with facility management for work scope, estimate approvals and funding distribution and with project controls and construction execution for scope development, estimate preparation and approval and construction planning. Coordinate all aspects of assigned complex construction projects and maintenance orders to their overall successful completion by ensuring that construction efficiency is optimized from conceptual design to financial closing. Review and evaluate labor and material cost reports and identify positive and negative variances to total budgets and annual operating plans. Validate alignment of technical scope with baseline schedule and project / CMO estimate for constructability and approval of baseline schedule and estimates. Participate in establishment and approval of technical, schedule and cost baselines for projects and CMO's. Perform comprehensive review and evaluation of preliminary scope, design, schedules, and estimates for new projects to determine constructability and accuracy. Through use of experience and knowledge while monitoring progress of projects and maintenance orders, identify problems / potential problems to the technical / cost / schedule baselines and implement the necessary corrective actions. Interface with project management, DOE, design, procurement, field management and superintendents at different team levels to accomplish milestones in a safe and cost-effective manner.
Education: Bachelor's degree in a technical discipline and 11 - 13 years of practical experience in construction. In depth knowledge of construction costs, scheduling and the ability to develop or evaluate construction strategies and techniques. An associate's degree 13 - 15 years of practical experience would be considered equivalent. A high school diploma and 15 - 18 years of practical experience would also be considered equivalent.

Experience/Skills: A thorough knowledge and understanding of project management and project planning at the tactical level would be ideal, along with a knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.


OTHER REQUIRED QUALIFICATIONS
Area Security Access: Candidate must be able to obtain and maintain a DOE �Q� security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.


PREFERRED QUALIFICATIONS
Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
Previous SRS experience
In depth knowledge of performing SRS constructability reviews.
Working knowledge of SRS technical work documents
Working knowledge and experience as a Subcontract Technical Representative (STR), construction subcontract oversight, working with craft personnel, in-depth knowledge of Davis Bacon classification, and understanding the requirements working on a DOE/NNSA site.
