DUTIES
Provide work planning, field engineering and support to superintendents, directs assigned personnel in meeting cost and time schedules, verifies materials, equipment, workmanship and assures results meet design requirements. Manage work package planning and implementation. If designated, leads construction engineers in a broad range of construction engineering work within a specific engineering discipline or a particular area of the site.
Manage and coordinate with work planning staff on a daily basis to resolve problems and support project management needs. Manage and support turnover activities. Represent construction at project and site related committee meetings. Review national codes / standards and site specifications and procedures. Administration and approval of performance evaluations, ranking, career development and training of field engineers. Provide design agencies with construction technical input for design development. Monitor compliance of EPA and South Carolina Waste Management regulations and site specific procedures. Monitor contractors activities and work performance and resolve their concerns through coordination with other BSRI departments. Review and manage the implementation of project design and maintenance activities using existing specification, national codes and standards, drawings and the latest construction techniques. Interface and coordinate all aspects of construction with design, procurement, security, safety, operations, health physics, quality control, scheduling cost, management and supervise the daily field engineering activities. Maintain continuity with quality control to ensure work quality meets the requirements. Coordinate with design agencies to ensure timely issuance of new design or design changes. Perform constructability inspections and provide technical expertise for construction methods and practices. Responsible to ensure that construction work is done correctly and completely. Provide leadership, continuous improvement guidance, re-engineers processes, builds teaming relationships, and safety.
REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE
Education: Bachelor's degree in a technical discipline and 8 - 10 years of practical experience in construction engineering or related areas. An Associate's degree and 10 - 12 years of practical experience would be considered equivalent. A high school diploma and 12 - 16 years of practical experience would also be considered equivalent.
Experience/Skills: A general knowledge of construction in the nuclear commercial industry. Training in planning and scheduling is beneficial to appreciate the planning and scheduling outputs. Leadership training is essential ingredient in methods of improvement, total quality, and re-engineering.
Preferred skills, knowledge and/or qualifications:
Demonstrate a working knowledge of various industry installation codes (IBC, ACI, AISC, OSHA), required.
Ability to develop installation/modification work instructions and work plans per Asset Suite, required.
Ability to perform job hazard analysis for construction activities, required.
Candidate must qualify as a radiological worker and enter contaminated areas wearing the appropriate protective clothing, full and half face respirator, plastic hood / plastic suit.
Candidate must be physically fit, able to withstand an outdoor environment and perform walk downs that may include climbing.
Previous SRNS or other DOE experience is preferred.
Previous experience performing work planning at SRNS, job hazards analysis utilizing SRNS procedures and requirements is preferred.
Minimum 2 years supporting commercial or federal science, nuclear engineering or task relevant programs or projects and/or a combination of education and experience equaling 5 years.
OTHER REQUIRED QUALIFICATIONS
Area Security Access: Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.
PREFERRED QUALIFICATIONS
Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
Professional registration with the state of practice is desirable
