Overview:
We are seeking an early to mid career Health and Safety (H&S) Professional who will focus on identification, recognition, evaluation, and control of workplace hazards associated with dynamic and rapidly evolving research and development activities within the Energy Science and Technology Directorate as part of a multi-disciplinary team. This position resides in the R&D, Neutron & Nuclear Safety Services group in the Safety and Operations Services Division in the Environment, Safety, Health, and Quality Directorate, at Oak Ridge National Laboratory (ORNL).

As part of our team, you will work as part of an integrated team with the responsibility for H&S oversight activities and tasks associated with work control and research support operations. Additionally, this position will provide H&S and operational support to maintain compliance with all applicable Federal and State laws, DOE Orders, and ORNL policies and procedures regarding worker safety and health. Major Duties/Responsibilities:

Provide professional safety and industrial hygiene (IH) support to and oversight of R&D, facility operations, and maintenance activities.

Support Division Work Control Point-of-Contact (POC) activities for research safety summaries (RSS) by reviewing proposed and ongoing research activities.

Facilitate completion of the operational activities deemed necessary through the work control process or as requested by researchers to enable research objectives in a manner that ensures the safe and compliant execution of the research mission.

Build and sustain an environment that supports cooperation and cohesiveness between H&S, operations, and research staff.

Evaluate R&D activities, facilities and operations tasks, or internal operating procedures and processes to identify hazards and provide recommendations for controls and verify adequacy of controls as work proceeds.

Use comprehensive IH practices and equipment to conduct qualitative and quantitative exposure assessments of chemical and physical hazards.

Abide by and promote Safe Conduct of Research principles including being personally responsible for ensuring safe operations, raising safety concerns, using a questioning attitude, considering hazards for every task, maintaining a healthy respect for what can go wrong, and where learning never stops.

Provide technical support in the application of regulatory requirements, procedures, and standards that are applicable under 10 CFR 851, the DOE Worker Safety and Health Program.

Continually seek ways to increase operational efficiencies and improve safety culture in support of the research mission and champion initiatives to do so.

Participate in assessments to verify compliance and program effectiveness.

Perform one or more and/or support the roles listed below, within a research environment to ensure workplace hazards have been identified and properly controlled, as well as to maintain compliance with applicable safety standards and requirements.

Qualified Health and Safety Professional (QHSP)

Hazardous Materials Management Representative

Fall Protection Competent Person

Confined Space Supervisor

Human and Organizational Performance Improvement Practitioner

Division Laser Safety Officer (DLSO)

Facilitate or participate in event critiques, causal analyses, and corrective action plan development.

Assist with the implementation of Integrated Safety Management (ISM) into the work planning and execution process with the support of an interdisciplinary operations team.

Review procurement and subcontract activities for safety, environmental and operational requirements.

Participate in the review and development of division or directorate level procedures and guidelines as needed.

Basic Qualifications:

A BS degree in health and safety, industrial hygiene, chemistry, biology, engineering, operations, etc.) or a related discipline .

A minimum of 5 years of experience in industrial safety/industrial hygiene or a Master’s degree with 4 years relevant experience.

Experience in field oversight/assessment of industrial hygiene/industrial safety performance and compliance with applicable OSHA, local, state, and federal industrial hygiene and safety standards and regulations.

Knowledge and background in chemical/material identification and evaluation along with experience in hazard analysis/exposure assessment activities.


Preferred Qualifications:

Experience in H&S oversight and work planning of complex research operations and facility operations and maintenance.

Experience working as a team player in an ever-changing, multi-discipline, multi-task, and integrated/functional organizational environment which requires interfacing with management, researchers, facility users/visitors, and operations staff.

Experience working in an R&D environment, including previous health and safety (H&S) experience within the DOE complex or university research environment.

Technical knowledge of IH instrumentation including calibration, usage, limitations, and calculations/interpretations of results.

Demonstrated excellence in interpersonal, verbal, and written communication skills.

Ability to work independently, under pressure, with strong problem-solving skills.

Ability to prioritize work and manage multiple projects simultaneously.

Strong organizational and time management skills and ability to meet inflexible deadlines on own initiative.

Professional certification such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Laser Safety Officer (CLSO), Associate Safety Professional (ASP), Certified Chemical Engineer (CCE), or Certified Hazardous Material Manager (CHMM) is preferred.

Excellent written and oral communication skills.

Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
