We are looking for a PROJECT SAFETY SPECIALIST with the following qualifications:
DESCRIPTION:
The Project Safety Specialist reports directly to the Project Manager and acts as the project’s on-site field representative with the responsibility and authority for daily coordination and implementation of the project’s safety program. The Project Safety Specialist is responsible for ensuring compliance with the occupational and industrial safety requirements for all phases of the work.
The Project Safety Specialist critical input on job hazard identification; design and implementation of controls; and determinations of their efficacy and thoroughness. This individual provides feedback on the quality and execution of hazard abatement programs.
The Project Safety Specialist provides continuous, as reasonable, oversight of the project workforce while work is being performed. Provide personnel observations in their application of the specific methods and techniques for decommissioning activities. The Project Safety Specialist ensures the work is performed in accordance with project plans and procedures, ensures personnel record required facility, environmental, safety and health data, observes field operations, enforces site control, attends daily safety briefings with the workforce at the start of the shift and monitors craft and other personnel assigned to work at the site.
The Project Safety Specialist shall work in partnership with Laboratory stakeholders and other safety professionals. Argonne Worker Safety and Environment Program provides occupational safety, industrial hygiene, and environmental protection services to the Laboratory. Communicates and supports the implementation of environmental, safety, health, and quality requirements and programs. The Project Safety Specialist shall provide hands-on technical assistance, and consultative support consistent with Argonne’s integrated safety management processes as needed.
RESPONSIBILITIES:
The Project Safety Specialist responsibilities include:
• Administer Argonne Worker Safety and Health Program policies, procedures, and implementation of the worker safety and health program as required by 10 CFR 851.
• Ensure project activities are in compliance with 10CFR820, 10CFR851, 29CFR1910, and 29CFR1926.
• Assist with development of safety and work planning and control documentation.
• Interpret laboratory safety policies and procedures.
• Engaging relevant laboratory safety subject matter experts as required.
• Monitor and implement safety systems and programs to control chemical, physical, environmental, industrial, and biological hazards.
• Work reviews
• Health and safety walkthroughs
• Assist with air quality investigations
• Monitor safety controls and implementation of asbestos, lead, and beryllium programs
• Monitor safety controls and implementation of confined space program.
• Incorporation of necessary controls to meet integrated safety management principals and objectives,
• Assist with accident and injury investigations, safety assessments and reviews, and facility
QUALIFICATIONS
Educational Background:
• Bachelor’s Degree: preferred in fields like Occupational Safety and Health, Construction Management, Engineering, or a related discipline.
• Relevant Coursework: Courses in safety management, environmental science, engineering principles, and risk management.
CERTIFICATIONS
Required:
• OSHA Certification: Completion of OSHA’s 30-hour General Industry or Construction Safety courses is required.
• 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER): This is required training for all project personnel to satisfy the training requirements mandated by 29 CFR 1910.120.
• 8 Hour HAZWOPER for Supervisors: Supervisors of personnel shall have completed a required 8-hour supervisor HAZWOPER training course that meets OSHA training requirements under 29 CFR 1910.120.
• Specialized Certifications: certifications related to specific hazards (e.g., hazardous materials, fall protection) as necessary
o Fall Protection (29 CFR 1910.66)
o Scaffold Training (29 CFR 1910.28)
o Lead Awareness (29 CFR 1910.1025)
o Asbestos Awareness (29 CFR 1910.1001)
Other Certifications for consideration:
• Certified Safety Professional (CSP): Offered by the Board of Certified Safety Professionals (BCSP).
• Construction Health and Safety Technician (CHST): Also provided by BCSP, focusing specifically on construction safety.
• Demolition Safety Certification: Specialized certifications in demolition safety.
• First Aid/CPR Certification: Required to provide emergency response capability.
EXPERIENCE:
• Demolition Experience: Hands-on experience in demolition projects or related construction work is highly beneficial.
• Construction Experience: Hands-on experience in the construction industry, including various trades and project types, helps in understanding real-world safety challenges.
• Safety Management Experience: Proven track record of managing safety programs or roles in construction or industrial settings.
SKILLS:
• Knowledge of Safety Regulations: In-depth understanding of OSHA regulations, Department of Energy regulations, and industry standards.
• Risk Assessment and Management: Ability to identify potential hazards, assess risks, and implement safety measures.
• Communication Skills: Strong skills in both written and verbal communication for safety briefings, reports, and team coordination.
• Problem-Solving Abilities: Capacity to address and resolve safety issues as they arise during projects.
• Attention to Detail: Precision in monitoring compliance and identifying potential safety issues.
OTHER CONSIDERATIONS:
• Technical Knowledge: Familiarity with construction tools, equipment, and techniques to better understand potential safety concerns.
• Leadership Skills: Ability to lead and train teams on safety protocols.
• Adaptability: Capability to adapt safety procedures to various demolition scenarios and evolving regulations.
