Edgewater Technical Associates is seeking qualified candidates for a Nuclear MC&A Consultant (Part Time) opportunity in Richland, WA to support DOE Hanford.
Title: Nuclear Material Control & Accountability Consultant
Organization Supporting: Security and Emergency Services Division (SES)
Part Time Position – not to exceed 500 labor hours per year
MINIMUM QUALIFICATIONS
Eight or more years of experience in the DOE Safeguards and Security area of Nuclear Material Control and Accountability.
Bachelor’s degree in Engineering or Physical Science
Familiarity with Nuclear MC&A software, such as LANMAS
Familiarity with Protective Force operations
Technical writing and editing proficiency and experience
Excellent verbal communication skills
Eligibility to obtain and retain a DOE “Q” level security clearance
U.S. Citizenship
PREFERRED EXPERIENCE & CAPABILITIES
Working level knowledge of Hanford Site mission, activities and priorities.
Working level knowledge of DOE Hanford processes and procedures.
Working level knowledge of DOE program management practices, policies, and procedures.
Familiarity with DOE nuclear facilities.
Proficiency in Microsoft 365, including Microsoft Word and Excel.
SCOPE OF WORK
Provide support to the Assistant Manager of Mission Support (AMMS) Security and Emergency Services Division (SES) in the following areas:
Tasks and Expected Results/ Deliverables
Performs Surveys of the NMC&A program using Lines of Inquiry associated with tasks listed below.
Develops Lines of Inquiry for each evaluation. Documents results of audits in ICAS or approved alternate means within 30 calendar days of activity or as approved.
Program Management
Plans and Procedures. Reviews MC&A plans and procedures to ensure documentation is sufficient to maintain a comprehensive, effective, and cost-efficient program to control and account for nuclear materials.
Formal comments should be documented for all documents assigned within 30 calendar days or as otherwise assigned.
Self-Assessments. Reviews self-assessments of the NMC&A program to ensure they include all aspects of the program and effectively identify deficiencies.
Communicates observations (verbal or e-mail) with federal MC&A program manager or SES Supervisor as soon as possible after assessment. Documents results of assessment in ICAS or approved alternate means within 30 calendar days or as approved.
System Effectiveness. Evaluates NMC&A performance testing and system effectiveness programs to ensure accurate and comprehensive evaluations of program effectiveness. Conducts additional performance testing to validate contractor results.
Communicates observations (verbal or e-mail) with federal MC&A program manager or SES Supervisor as soon as possible after assessment. Documents results of assessment in ICAS or approved alternate means within 30 calendar days or as approved.
Training. Evaluates Training Program for NMC&A functions, including an approved training plan which outlines the training requirements for all NMC&A personnel based on job task analyses. Checks training records for currency and accuracy.

Material Accountability
Accounting System. Evaluates accounting system to ensure facilities maintain data by Material Balance Area (MBA) that reflects quantities of nuclear material received, shipped, or adjusted, and remaining quantities on inventory.
Communicates observations (verbal or e-mail) with federal MC&A program manager or SES Supervisor as soon as possible after assessment. Documents results of assessment in ICAS or approved alternate means within 30 calendar days or as approved.
External Transfers. Reviews shipment/receipt protocols, including evaluation of NRC 741 files, performance of receipt measurements; and evaluation and resolution of Shipper / Receiver differences.
Communicates observations (verbal or e-mail) with federal MC&A program manager or SES Supervisor as soon as possible after assessment. Documents results of assessment in ICAS or approved alternate means within 30 calendar days or as approved.
Inventory Adjustments. Evaluates the inventory adjustment program / procedures and actual transactions for select adjustments.
Communicates observations (verbal or e-mail) with federal MC&A program manager or SES Supervisor as soon as possible after assessment. Documents results of assessment in ICAS or approved alternate means within 30 calendar days or as approved.
NMMSS Reporting. Evaluate the data reported to NMMSS; Review accounting reports that include nuclear material transactions, material balances, inventory adjustments, and external shipments; Review the NMMSS error rates.
Communicates observations (verbal or e-mail) with federal MC&A program manager or SES Supervisor as soon as possible after assessment. Documents results of assessment in ICAS or approved alternate means within 30 calendar days or as approved.
Performance Testing. Conduct performance tests of the accounting system to include Front/Back checks of items on inventory; Generation of inventory listings; Accounting system access and change control; Transaction data entry; Generation of audit trails; and MBA Categorization.

Materials Control
Access Controls. Evaluate whether the NMC&A program, is capable of ensuring that only authorized personnel have access to nuclear materials, data, and equipment.
Communicates observations (verbal or e-mail) with federal MC&A program manager or SES Supervisor as soon as possible after assessment. Documents results of assessment in ICAS or approved alternate means within 30 calendar days or as approved.
Material Surveillance. Evaluate the adequacy of surveillance mechanisms employed to ensure that they provide coverage for the identified areas, detect anomalies, and report alarm conditions.
Communicates observations (verbal or e-mail) with federal MC&A program manager or SES Supervisor as soon as possible after assessment. Documents results of assessment in ICAS or approved alternate means within 30 calendar days or as approved.
Material Containment. Identify the location, quantity, and category limits of materials used or stored. Verify that all categories of SNM are stored and processed within appropriate security areas consistent with approved plans.
Communicates observations (verbal or e-mail) with federal MC&A program manager or SES Supervisor as soon as possible after assessment. Documents results of assessment in ICAS or approved alternate means within 30 calendar days or as approved.
Detection and Assessment. Evaluate the detection and assessment elements of TID program, portal monitoring, waste monitoring, item monitoring, process monitoring, and Daily Administrative Check programs.

Compensation
Salary is commensurate with education and experience and may range between $110,000 to $280,000 annually.
