This Senior Project Manager position is located in the Office of Nuclear Material Safety and Safeguards (NMSS), Division of Materials Safety, Security, State, and Tribal Programs (MSST), NRC Headquarters, Rockville, MD.

Duties:

Advises management and staff on issues and policies associated with NRC's regulation of byproduct materials.

Plans, coordinates, directs, and leads major projects for development of regulations, policies, requirements, and guidance for byproduct materials safety under the branch's purview.

Assists with programmatic direction of materials uses associated with academic and industrial uses of byproduct materials, including technical assistance to the Regions, and Agreement States.

Supports efforts to develop policies and procedures and implement process improvements to enhance the efficiency and effectiveness in the branch function and program areas.

Coordinates with State and local governments and Federal partners on issues related to the safety, security, and control of byproduct materials.

Provides advice to supervisor and staff and assists supervisor in organizing and accomplishing work, coaching, mentoring, and training junior staff.

Is responsible for managing projects and resolving highly complex, critical, or controversial program policy, licensing, inspection, or oversight issues.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector. Specialized experience is experience applying the principles of nuclear safety, radiation protection, and NRC regulations and guidance related to the use of byproduct material.

The ideal candidate will be able to demonstrate the following:

1. Broad and extensive knowledge of the principles, theories, and practices of engineering or radiological protection, relevant to the application of NRC rules, policies, procedures, and safety standards for byproduct materials licensing, inspection, and regulation, including using available information and risk insights to support decisions. A working knowledge of Title 10 Code of Federal Regulations (10 CFR) Parts 30 to 40, Consolidated Guidance About Materials Licenses (NUREG 1556) and Inspection Manual Chapter (IMC) 2800, Materials Inspection Program is beneficial.
(EXAMPLE: Describe specific education, experience, training, and accomplishments which demonstrate your knowledge of the regulatory requirements, programs, and policies with regard to technical expertise in the development of licensing and inspection guidance and application of risk-insights for use of radioactive materials in medical, industrial, and academic applications and for materials rulemaking activities.)
2. Demonstrated ability to perform independent evaluations and reviews of programs, issues, or problems which document program performance, set precedent, or establish policy.
(EXAMPLE: Describe the breadth and depth of your experience in the areas of independent reviews or development of safety, programmatic and/or policy issues. Describe your experience in performing special, time-sensitive projects which resulted in high quality products.)
3. Ability to plan, lead, and manage complex projects and assessments involving the development of licensing actions, rulemaking packages, regulatory guidance, Commission policy, or technical reports.
(EXAMPLE: Describe your specific training and experience that demonstrates your ability to: formulate project goals and objectives; develop contractor statements of work and project task plans; develop project resource estimates; evaluate contractor proposals; evaluate and report progress against established milestones taking corrective action as required; review deliverables/project reports; complete projects within approved schedules while meeting objectives, and provide guidance and direction to personnel of diverse technical backgrounds for projects of high technical difficulty and complexity.)
4. Significant experience and skill in written and oral communication to a diverse audience regarding complex technical, policy, and process matters, which includes engagement of diverse viewpoints and the ability to develop resolution to issues.
(EXAMPLE: Describe your specific training and experience that demonstrates your ability to: lead complex technical or regulatory discussions; develop concise, balanced, and well-founded recommendations based on complex and diverse opinions and facts; establish effective working relationships with subordinates, peers, and government and industry officials; and develop and implement successful approaches to problem solving and conflict resolution. Provide specific accomplishments, recognition and examples of work assignments which required you to present, coordinate, and resolve issues with representatives of Federal agencies, private industry, international organizations, States, academia, elected officials, media, and members of the public.)

Education:

Depending upon the occupational series you qualify for the following degree requirements include:

0801 Series:
1. Degree: To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
1. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

1301 Series:
1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
