Edgewater Technical Associates is seeking qualified candidates for a Sr. Project Controls Specialist opportunity in Richland, WA to support CPCCo at the Hanford Site.

DESCRIPTION OF WORK
Provide full time, onsite project controls support services to assist Buyer in the administration of on-going work with the DOE. The work supports the mission of the Project Integration team supporting the Business Services organization, Waste Projects & Operations (WP&O), Soil & Groundwater Operations (S&GO), Regulatory Strategy & Integration (RS&I) and Deactivation, Decontamination, Dismantlement, and Demolition (D4) End States objectives for the planning and execution of waste site remediation and facility deactivation & demolition at the 200, 300 and 100K Areas on the Hanford Site

Seeking Project Controls Professional with broad-based knowledge that includes project management and control principles to conduct evaluations of project execution, encompassing highly specialized or unique requirements.

The work scope for this activity includes:
A. Develop project schedule using project management principles, project plans, and milestones. This shall include using Primavera Project Planner to prepare and status resource loaded schedules for task order planning, implementation of contract modifications, baseline change proposals, as well as field execution.
B. Develop contract change proposal by coordinating document preparation and finalization with Control Account Managers (CAMs) and Subject Matter Experts.
C. Prepare, review, and improve Buyer basis of estimate (BOE) for work scope in proposals and baseline.
D. Participate in team meetings/working sessions and review/edit schedule/cost information within the Buyer earned value management system. Deliverables include:
1. Develop work breakdown structure (WBS) and project coding structure for control and integrity of work defined by the contract.
2. Prepare, maintain, review and revise baseline schedules and budgets for programmatic activities.
3. Develop, maintain and monitor Field Execution Schedules.
4. Develop and maintain rules of performance for measurement of baseline progress.
5. Enter vendor accrual entries and review cost and labor reports.
6. Update spend forecasts including estimate to complete (ETC) and estimate at complete (EAC).
7. Analyze cost and schedule variances and input explanations into monthly report.
8. Prepare and/or review baseline change requests.
9. Prepare and/or review monthly performance/stats reports.
10. Prepare Work Authorization Document and Work Charge Authorization.
E. Perform the following general services:
1. Evaluate project risks, identify vulnerabilities, and coordinate with project management to minimize/mitigate vulnerabilities.
2. Identify, review, and analyze actual or potential planning and project management/execution problems. Perform trend analysis and identify and report corrective actions.
3. Schedule health checks and other validations to uphold earned value management system compliance for D4 Project Control team.
F. Perform the following Central Project Controls Functions:
1. Provide technical and administrative support for project controls (PC) systems.
2. Assist the Field PC teams with cost and schedule issues as needed, when it pertains to the PC systems used.
3. Provide cost and or schedule support to the maintenance of the CPCCo Contract Performance Baseline.
G. Perform data querying and automation of Cost and Schedule processes.
H. Special assignments as identified by CPCCo Project Controls Services Manager to achieve various deliverables.

QUALIFICATIONS:
Required:
• Bachelor’s degree or equivalent combination of education and experience (education equivalency of two years’ experience for one year education)
• Minimum of 10 years of related experience in project controls.
Desired:
• U.S. citizen, fluent in the English language, able to communicate orally and in writing, and have a basic familiarity with general office procedures.
• 5+ years of experience (within last 3 years) working in Primavera P6.
• 5+ years of experience (within last 3 years) working in Deltek Cobra and Microsoft Excel, or similar cost baseline programs.
• 5+ years of experience in long range performance measurement baseline planning and near-term field execution planning with project scheduling utilizing various project controls tools.
• 5+ years of experience developing project/program schedules and performing cost/schedule analysis; including knowledge and experience in planning, program/project baseline development, reporting, change management and Earned Value Management (EVM).

COMPENSATION:
Salary is commensurate with qualifications and may range between $110 to $190K.
