The Senior Site Safety & Health Specialist is responsible for leading and implementing project specific safety policies and procedures and provide professional Safety & Health leadership to the project management team in a heavy construction environment and take corrective actions and educate team members when necessary.
* Administer the Safety & Health programs on field construction projects to verify operations are executed as planned and conducted in a safe manner.
* Manage the Site Safety & Health program deliverables as defined by the Corporate Safety & Health Department of the Company while responding to questions and/or concerns related to site specific safety and health compliance issues in a timely manner.
* Manage compliance with applicable Local, State, and Federal Occupational Safety and Health Administration (OSHA) rules and regulations.
* Plan for and oversee field activities and the development and approval of Activity Hazard Analysis with project management. Provide support to eliminate health and safety violations including monitoring subcontractors to ensure a safe working environment for all AZCO employees on site.
* Manage Safety & Health programs in order to achieve and maintain the company goal of zero safety incidents.
* Conduct regular health and safety performance reviews, assessments and complete documentation to verify that locations are in compliance with Corporate and regulatory requirements.
* Manage and resolve actions causing a work stoppage when circumstances could result in immediate danger to life and health on a project.
* Report and present work stoppage issues to the project management team and collaborate with the team to develop practices to prevent future work stoppage situations. * Present safety and health information to the Corporate Safety team to ensure that the project safety program is being implemented effectively and required safety compliance has been documented.
* Assess Safety & Health issues and opportunities at the project site, before the work begins and implement corrective action based on policies, guidelines and procedures for resolution.
* Manage the on-site Safety & Health program directly with the client Safety & Health Department to ensure collaboration on any site safety & health issues, coordination of preventative measures, and building working relationships with project staff and each subcontractor safety representative to ensure proper compliance is maintained.
* Act as main liaison between customers and jobsite contacts, including subcontractor safety representatives, government agencies (MSHA, OSHA, etc.).
* Orientate and train employees on safety and health requirements to ensure understanding and compliance with regulations and company policy.
* Consult with site personnel on Burns & McDonnell's Safety & Health issues and recommend best practices.
* Manage project Safety & Health walk-through assessments. Review all assessment findings with appropriate parties. Follow up by documenting the items which require immediate correction and ensure that these items are corrected in a timely manner.
* Compile memos relative to safety, including assisting Site Management with correspondence to heighten safety awareness, project safety and health goals and ensure a safe and productive work environment is a priority among all project personnel.
* Manage availability of and oversee appropriate use of safety equipment.
* Manage permits and monitor hot work, confined space entries, lockout/tag out, and excavation.
* Investigate incidents; conduct and obtain witness statements, prepare appropriate reports; and implement Return to Work policy. Develop and communicate with supervisor on employees RTW (duties, restrictions, etc.) and monitor compliance closely.
* Manage pre-job activities such as: development of site-specific safety and health program, new hire orientation and training, emergency action plan, setup of local emergency responders and medical facilities, and coordinate site visits and communicates changes as necessary.
* Responsible for site safety office and field planning and executing contractual obligations.
* Facilitate project meetings and present project Safety program progress, challenges, and objectives to Corporate Safety and project stakeholders.
* Execute worker compensation plan under direction of Safety Director.
* Manage development and determination of project specific safety goals and objectives; work with Project Management Team to determine best means of implementation and provide feedback as to success and challenges to the Director of Safety.
* Understand project scope of work and identify potential hazards and works with Project Management to recommend corrective action to prevent accidents and illness.
* Coordinate with subcontractors and general contractor onsite to plan tasks in a shared work area.
* Delegate Assistant Site Safety & Health Specialists and Staff Site Safety & Health Specialists workload. Provide feedback on performance, strengths, and weaknesses.
* Lead, conduct, validate, and document training on Safety & Health subjects as applicable to the work being conducted.
* Review near miss, property damage, environmental incidents and accident investigation reports. Recommend countermeasures as appropriate.
* Recommend solutions to Corporate Safety & Health regarding the Project Safety & Health Program challenges, objectives, and progress; ensuring high level of communication.
* Responsible for the completion of daily field Safety & Health Report forms, maintain all required safety records in an audit ready state and submit all documentation as required to Corporate Safety & Health.
* Provide leadership, guidance, and instruction to less experienced staff.
* Responsible for QA/QC process adherence.
* Responsible for compliance with company and site safety policies.
* Performs other duties as assigned

Requirements:
MSHA 48 Trainer Certificate (must be valid/not expired) - REQUIRED - MUST be included on candidate's resume. (MSHA - Mine Safety and Health Administration)
The manager is looking for someone to teach/train MSHA (MSHA instructor experience MUST BE included on resume AND MUST BE CLEAR), not just someone with an active/valid MSHA 48 Certificate.
Bachelor Degree in Occupational Health and Safety, Engineering, or Construction Management. and 7 years construction safety, general industry safety, or construction management OR Associate Degree in Occupational Health and Safety, Engineering, or Construction Management. and 9 years construction safety, general industry safety, or construction management OR High School Diploma/GED and 11 years construction safety, general industry safety, or construction management is Required.
Familiarity with Zero Injury techniques of Construction Industry Institute required.
Experienced knowledge of Occupational Safety & Health Administration (OSHA) Construction and General Industry Regulations, as well as, America National Standards Institution (ANSI), National Institute for Occupational Safety & Health (NIOSH), Army Corps of Engineers (CoE), Engineers Manual 385-1 and National Electrical Code (NEC) Standards.
Must be proficient in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).
Must be willing to work various schedules at the project site location.
Must meet standards to qualify for and maintain the Company's vehicle driving privileges as outlined in the Company's Motor Vehicle Safety Policy.
Ability to present and teach safety concepts and classes.
Valid driver's license Required.
Board of Certified Safety Professionals within 1 Year Required.
OSHA 10-hour Construction Outreach Safety Training Course OR OSHA 30-hour Construction Outreach Safety Training Course is Required.
