Description of Services/Introduction:
Client hereinafter referred to as the Contractor, is soliciting bids to develop the technical planning basis triennial update of the Emergency Planning and Hazards Assessment (EPHA) for the DUF6 facility hazards and the EPHA for the Client former process buildings and resulting Emergency Action Levels (EALs) and site wide Emergency Planning Zone (EPZ).
The associated All Hazards Surveys have been revised, approved and implemented; therefore, no revision required. The vendor or supplier, hereinafter referred to as the subcontractor, shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform emergency management technical planning basis documents as defined in this Performance Statement of Work.

Specific tasks:
Develop the triennial revision of the EPHAs for the DUF6 facility hazards and the Client former process buildings. The EPHAs should be DOE O 151.1D compliant and incorporate guidance and direction from DOE PPPO and site contractors operating the facilities with the analyzed hazards. EALs shall be developed for each identified classified emergency utilizing existing EAL format and input from Client.
In addition, a site wide Emergency Planning Zone (EPZ) should be developed based on the two new above referenced EPHAs and existing EPHA-002, Emergency Planning Hazards Assessment for the Non-Process and Miscellaneous Facilities. Based on the revised EPHAs, develop a supplemental EPHA planning document for severe events per DOE O 151.1D. Lastly, provide on-going analysis, impacts, and supplemental documentation for new hazardous materials or changes in existing hazardous materials and track for future All Hazard Survey revisions.
