Position Summary
The Manager, Training Operations oversees the behind the scenes of the training program ensuring they align with training goals and objectives. This position will manage and provide leadership to the Training Operations group. The Manager, Training Operations, is responsible for the oversight of all Training Administrators who serve in various roles within the Training Operations group. This position develops in-house programs and practices to identify developmental needs, including preparing personnel for more responsible positions and increasing effectiveness in present duties. The Manager, Training Operations, is responsible for the development, management, and execution of training policies and procedures which impact the Training Operations group. This Manager is viewed as an expert in the field and as highly competent within the broad training discipline, both internally and externally.

This position reports to the Training Director in the Engineering & Nuclear Safety Program.

Essential Duties/Responsibilities (may include, but are not limited to):
•Assists in the development and implementation of Training Department strategic plans
•Manages the apprenticeship, boot camp, and initial new hire programs ensuring the documentation of the completion of individual training requirements in these programs.
•Manages the effective on-boarding for newly appointed employees including, but not limited to, scheduling and conducting on-the-job training and orientation meetings for newly hired employees
•Oversees the use and maintenance of the Learning Management System (LMS)
•Ensures the architecture and uploading/maintenance of the learning management system is in accordance with industry and government standards
•In conjunction with the Manager, Matrix Training, leads the development of policies and procures involving training documentation, training qualifications, training coordination, and training reports
•Oversees the development of Job Tasks Analysis for all positions
•Oversees the DOE Order 426.2 Compliance Program
•Oversees the development and delivery of training qualification reports
•Recruit, train, and supervise training specialists in the Operations group
•Keeping abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques

Minimum Qualifications (Knowledge, Skills, Abilities):
•Experience performing critical strategic tasks and to interpreting broad strategic requirements and developing and executing plans to satisfy them
•Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques of training management in specified areas of engineering, science or related disciplines
•Experience with Learning Management Systems, e-learning platforms and tools
•Knowledge of adult learning principles and instructional design
•Ability to communicate effectively with a variety of internal and external customers which may include but is not limited to employees, management, DOE National Training center, LANS White Rock Training Center
•Demonstrated experience managing and overseeing operational activities for programs and projects in the organization including evaluating performance, programs, and processes.
•Proven leadership and organizational abilities
•Excellent interpersonal skills with ability to work as part of a team, communicate effectively, work/interact effectively and amicably with people from diverse backgrounds and cultures and with diverse personal attributes
•Excellent communication skills with ability to present ideas effectively in formal and informal situations and convey thoughts clearly and concisely, both verbally and in writing
•Experience training and mentoring staff to higher levels of performance
•Experience translating requirements into executable policies and procedures.
•Knowledge in the application of DOE Order 426.2
•Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job

Education and Experience Required:
Bachelors’ degree combined with 7 of relative experience with 3 years of management responsibility. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Must be able to acquire and maintain certification through the DOE National Training Center, Basic Instructor Training; Instructional Design Process; Job Analysis; and Curriculum Development Training courses.
