We are seeking a COBRA AND EVMS EXPERT with the following qualifications:
JOB SUMMARY:
Cobra and EVMS Expert shall provide NNSA Capital Projects (NCP) Portfolio Management Office support services for work being performed at SRNS. The primary focus of these support efforts will be Cobra and EVMS expertise in support of NCP 413.3B projects. These support efforts will include establishing consistent compliant Cobra and EVMS reporting systems for the NCP PMO and individual projects and supporting developing effective processes and procedures as required. Providing Cobra and EVMS support to the project teams will be provided as requested.
DUTIES:
• Identify the needed Cobra and EVMS processes for NCP projects.
• Establish a consistent methodology and processes for administration of Cobra activities in support of NCP projects.
• Lead NCP Project teams in the application of Cobra tools
• Identify and support the Cobra implementation steps to facilitate the Cobra implementation.
• Provide Cobra support to project teams in support EVMS certification.
• Provide expert level support to the Director NCP PMO in the functional area of Cobra implementation and EVMS compliance and reporting.
• Lead efforts to provide knowledge transfer to project teams in Cobra support and EVMS reporting.
• Develop and implement corrective action plans from external EVMS assessment from NNSA and PM-30
• Assess NCP Project Teams monthly EVMS reporting to provide consistency and improvements.
• Develop and provide input to monthly NCP PMO metrics as requested.
• Perform reviews and provide recommendations as requested.
• Develop Process Description Documents and procedures that establish NCP Cobra methods and operations.
• Perform alternative /decision analyses in support of the PMO.
• Develop NCP Cobra program, project, and task management implementation plans.
REQUIRED QUALIFICATIONS:
Education:
• Master’s degree and extensive specialized training or extensive experience applicable to special needs of the task.
Experience/Skills:
• Minimum of 25 years’ experience in EVMS.
• 15 or more years in the area of Cobra Management
Preferred Requirements:
• Obtains a Deltek certification.
• Certification as PMP.
Area Security Access:
• A security clearance is not required
Duration of the Contract:
• One (1) year with the option to extend for two (2) additional one (1) year option years. Option periods are not guaranteed and are executed at the discretion of the hiring manager. Estimated Hours Per Year: 2000 ST/ 200 OT
