Position Summary
The Subcontract Representative (SR) is the point of contact for all of the managerial aspects of the subcontract for low, moderate or high-hazard work and is responsible for oversight of a subcontractor's performance to include the safety, security, and quality requirements under a subcontract.
This is a matrixed position reporting to the Senior Manager, Subcontractor Representative in Mission Excellence. As the “home” organization, Mission Excellence is responsible for developing the policies, procedures and systems that will be implemented across the project and ensuring that those policies, procedures and systems are appropriately implemented by the SRs. Mission Excellence will also be responsible for training and qualification of the personnel. SRs will take day-to-day direction from the N3B operations programs (ER and CH-TRU) to ensure they are supporting the priorities of the programs.
This position requires creativity and flexibility to meet new challenges and the expertise to apply appropriate solutions efficiently.
Essential Duties/Responsibilities (may include, but are not limited to):
• Responsible for the management of supplies, maintenance or service subcontracts in accordance with Subcontract Management program and Acquisition Management policies and procedures.
• Responsible for the coordination of a given subcontract assigned by designating authority.
• Facilitates the development of statements of work, contract exhibits, technical evaluations and schedules.
• Develops and submits requisition packages and subcontract modifications to Acquisitions Management.
• Coordinates with field Subcontract Technical Representative (STR), stakeholders and requestors on pre-bid walk downs, meetings, prejobs and excecution schedule as required.
• Provides oversight of subcontract compliance with safety, quality, cost, schedule, security and environmental performance within the terms of the contract.
• Track deliverables as required by the subcontract.
• Performs accounting duties to include accruals, man-hour reports and invoice reviews and approvals.
• Coordinates subcontractor badging, training, translucent dosimetry (TLD), submittals and approvals.
• Tracks subcontract Period of Performance and funding.
• Maintains a current field file containing all documentation related to the subcontract.
• Supports subcontract close out activities.
• Participates and provides leadership within a team to develop and improve procurement processes through creative and innovative ideas.
• Performs additional duties as assigned.
Minimum Qualifications (Knowledge, Skills, Abilities):
• Advanced knowledge of subcontract policies, procedures, and government regulations affecting subcontract management.
• Advanced knowledge and ability to develop and apply advanced principles, concepts and techniques of project management.
• Skill and ability to perform complex and critical tasks to solve problems.
• Strong interpersonal and communication skills to partner and build teams.
• Skill in preparing and presenting oral and written reports.
Education and Experience Required:
Bachelors’ degree combined with 9 to 14 years of relative experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
Education Equivalency: 2 years of relevant experience for 1 year of college.
Environmental Remediation experience is desired.
