Job Summary:
We are seeking an experienced and dynamic Program Manager to lead a critical IC (Interior Communications) installation project on all surface ships in the United States Navy including Aircraft Carriers (CVN). The selected individual will be responsible for the successful planning, execution, and delivery of the IC upgrade, ensuring that all project objectives are met within scope, on time, and within budget. This is a high-visibility role that requires exceptional leadership, communication, and technical skills to manage cross-functional teams, stakeholders, and vendors.
Job Responsibilities:
� Project Leadership: Provide overall leadership and direction for the IC installation project, including scope definition, planning, execution, monitoring, and closing activities.
� Stakeholder Management: Serve as the primary point of contact for all project stakeholders, including Navy personnel, contractors, and internal teams. Ensure clear communication and alignment of project goals, schedules, and deliverables.
� Scheduling and Budgeting: Develop and manage detailed project schedules and budgets. Monitor project performance, EVMS, and implement corrective actions as needed to stay on track.
� Risk Management: Identify, assess, and manage project risks. Develop mitigation strategies and contingency plans to address potential issues that could impact project success.
� Team Coordination: Lead and coordinate cross-functional teams, including engineers, technicians, procurement, and logistics personnel, to ensure seamless project execution.
� Compliance and Quality Assurance: Ensure all project activities comply with relevant Navy standards, regulations, and quality requirements. Oversee testing and validation processes to ensure the installation meets all technical specifications.
� Reporting: Prepare and present regular project status reports to senior management and Navy stakeholders. Highlight key milestones, risks, and opportunities for improvement.
� Vendor Management: Manage relationships with vendors and subcontractors involved in the IC installation. Ensure timely delivery of materials and services according to contract terms.
� Continuous Improvement: Identify and implement process improvements to enhance project efficiency, effectiveness, and safety.
Minimum Qualification:
� Bachelor�s degree in engineering, Project Management, or a related field. Advanced degree or PMP certification is preferred.
� Minimum of 8 years of experience in program or project management, with a focus on large-scale installation or upgrade projects, preferably within the defense or maritime industry.
� Proven track record of successfully managing complex projects involving multiple stakeholders and high levels of technical and operational complexity.
� Strong understanding of Navy communication systems, particularly IC systems, and experience with CVN or other naval vessel projects.
� Exceptional leadership and team management skills, with the ability to motivate and guide cross-functional teams.
� Excellent communication and interpersonal skills, with the ability to effectively engage with senior military and civilian personnel.
� Strong analytical and problem-solving skills, with a proactive approach to identifying and addressing challenges.
� Ability to obtain and maintain a security clearance as required by project specifications.
� Active Secret Clearance.
