Title: Commissioning Manager

Job Summary:
PIC Group is seeking an experienced Commissioning Manager to support commissioning activities for data center projects in Indiana. The Commissioning Manager will be responsible for overseeing the planning and execution of commissioning tasks for multiple systems, including HVAC, energy management, fire protection, and other specialty systems. Reporting directly to the Sr. Project Manager, the Commissioning Manager will ensure compliance with project requirements, manage vendor coordination, and troubleshoot issues to ensure project success.
Essential Duties and Responsibilities:
Planning Phase:
• Review and confirm the client’s commissioning requirements, coordinating obligations with general contractors (GC), electrical contractors (EC), mechanical contractors (MC), and controls vendors.
• Organize and lead the commissioning team, holding kick-off meetings with the client’s Design and Construction Project Manager and the Regional Commissioning Manager.
• Review engineering design documents, including Industry Foundation Processes (IFP) and Issued for Construction (IFC) documents, and develop a commissioning approach for both fabrication and installation sites.
• Establish communication with vendors and develop a regular meeting cadence with Owner Furnished Contractor Installed (OFCI) vendors.
• Review the Scope of Work (SOW) for OFCI vendors regarding production reporting, testing, and installation support obligations.
• Ensure the appropriate use of the client’s Automated Commissioning Management System (Procore) by vendors and subcontractors to streamline commissioning processes.
• Assist in the development of detailed commissioning schedules that integrate with the overall project timeline.
• Ensure standard test scripts are obtained from vendors and subcontractors to ensure consistency in testing and commissioning procedures.
• Develop and implement Level 2 QA/QC checklists, ensuring adherence to commissioning standards.
• Collaborate with the Commissioning Authority (CxA) to develop equipment lists and a load bank plan for Level 3 commissioning activities.
• Support the development of commissioning procedures, including identifying temporary equipment required (e.g., load banks, environmental conditioning units) to facilitate commissioning activities.
• Participate in Factory Acceptance Testing (FAT) and Factory Witness Testing (FWT) to ensure systems meet design specifications.
• Create a phased system turnover plan to ensure safe commissioning of completed systems while the construction team finalizes other project elements.
Execution Phase:
• Oversee and monitor all commissioning participants’ adherence to Health Safety Environmental (HSE) requirements and procedures.
• Prepare and review work authorizations specific to the commissioning scope and ensure alignment with project goals.
• Attend mechanical and electrical completion meetings, as well as system handover meetings, to coordinate commissioning efforts.
• Lead the pre-commissioning and commissioning activities, working closely with the construction and project management teams to ensure alignment with project requirements.
• Coordinate vendor support, including training requirements, and manage vendor/contractor commissioning and start-up processes.
• Oversee vendor field representatives and technician activities, ensuring commissioning activities comply with project specifications.
• Represent the commissioning team at project meetings, providing updates on commissioning progress, challenges, and milestones.
• Manage and interpret the progress of system installations, ensuring a forward-thinking approach to upcoming commissioning tasks.
• Conduct system tests with vendors and contractors in accordance with equipment and system design requirements, collecting and analyzing data, and troubleshooting as needed.
• Provide technical support for troubleshooting and root cause analysis throughout the commissioning and post-commissioning phases.
• Respond to emergency requests for troubleshooting and repairs during the commissioning phase.
• Ensure that all system settings are properly documented and adhered to during the handover phase.
Job Requirements:
• Minimum of 10 years of hands-on commissioning experience, with at least three projects of similar size and scope valued at $500M or greater.
• Extensive experience in HVAC systems, energy management, fire protection, and LEED/sustainable design criteria.
• Proficiency in using commissioning management software such as Procore.
• Ability to coordinate multiple stakeholders, including contractors, vendors, and project management teams.
• Experience with test and balance of air and water systems, as well as energy-efficient equipment design.
• Familiarity with safety regulations (OSHA, HSE) and a commitment to maintaining a safe working environment.
Education / Experience:
• High school diploma required
• 4-year degree in Construction or related field preferred.
• 10+ years of experience in commissioning large-scale projects, preferably in data centers or similar facilities.
• Experience managing commissioning for projects valued at $500M or greater.
