Job Summary:  
PIC Group has a great opportunity for a Commissioning Manager to oversee a greenfield 300MW Combined Cycle Gas Turbine (CCGT) project in Texas. The project features GE LM2500 Express Turbines and Solar Titan 350 gas turbines. Reporting to the Senior Project Manager, the Commissioning Manager will be responsible for planning, overseeing, and executing all startup, commissioning, and testing activities to ensure project objectives and requirements are met with the highest standards of safety, quality, and efficiency.

Essential Duties and Responsibilities:
•    Reports to the Construction Manager for the oversight of Commissioning Standards, project planning, execution, and closeout.  
•    Reviews project planning including staffing selection, policy development, development of commissioning specifications, and commissioning process improvement.
•    Acts as the Primary Authorized person for their projects commissioning safe work program and lock out tag out programs.
•    Attends and participates in the daily, monthly and project kick off meetings.
•    Support system walk-downs and system documentation review from construction
•    Ensures accurate records are maintained for the commissioning effort including turnover packages, punchlist items, supplier TFA reports, operational logs and others as required.
•    Reviews and comments on the field commissioning plans, in coordination with assigned staff, that adhere to the Commissioning Standards, manufacturer, and regulatory requirements for assigned project.
•    Reviews supplier factory acceptance test reports and ensures that discrepancies are incorporated into commissioning planning if not resolved.
•    Reviews design specifications, drawings and test plans to ensure minimum field changes are required for commissioning.
•    Supports the transition to the warranty period prior project hand over to the Owner and supports resolution of warranty claims as requested.
•    Supports engineering with the performance testing process.

Job Requirements:
•    Commissioning Principles: Comprehensive knowledge of commissioning phases, including construction completion, pre-commissioning, verification testing, performance testing, emissions testing, and cleanliness criteria.
•    Balance of Plant (BOP): Strong operational and maintenance knowledge of pumps, compressors, fans, blowers, and process controls.
•    Safety Standards: Proficiency in OSHA regulations, including Lockout/Tagout procedures, NFPA 70E (Arc Flash), and NFPA 56 (Fuel Gas Piping).
•    Project Management: Skilled in project planning, risk management, and change management, with an understanding of the project life cycle.
•    Leadership and Team Management: Proven ability to lead commissioning teams, allocate resources, and provide guidance to technical field advisors.
•    Problem-Solving and Decision-Making: Ability to manage complexity, resolve issues, and make sound decisions in dynamic environments.
•    Communication and Collaboration: Excellent verbal and written communication skills, with the ability to work effectively across diverse teams.
•    Technical Proficiency: Advanced skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), with the ability to manage documentation and reporting.

Physical Requirements:
•    Ability to work from heights, climb ladders, enter confined workspaces, and work in harsh weather environments.
•    Ability to work assigned shifts including day, night or swing shifts, up to 16 hours a day if required. 

Education / Experience:
•    Engineering Degree/Certification (or equivalent experience including Navy, Maritime Field, Stationary Engineer), required.
•    5-10 years Startup Management experience on similar projects, required.
•    Strong experience in leading teams in the execution of commissioning activities, preferred
•    Experience with client interface preferred.
