Job Summary:
PIC Group is seeking a highly skilled Commissioning LOTO / Turnover Coordinator to support the pre-commissioning, startup, and commissioning phases of a greenfield 300MW Combined Cycle Gas Turbine (CCGT) peaker plant in Texas. Reporting to the Commissioning Manager, this role is responsible for managing seamless turnover processes from construction to commissioning and commissioning to client operations, ensuring all documentation, punch lists, and walkdowns are completed accurately and efficiently. The LOTO / Turnover Coordinator will also oversee all Lockout/Tagout (LOTO) activities, ensuring compliance with OSHA regulations and site-specific safety procedures. This position requires strong technical expertise, organizational skills, and the ability to collaborate effectively with construction, commissioning, and operations teams to deliver a safe, compliant, and successful project.
Essential Duties and Responsibilities:
• Coordinate with commissioning professionals and construction teams to ensure the timely completion and accuracy of turnover documentation packages.
• Oversee and manage project punch lists, ensuring all tasks are completed, documented, and resolved before turnover.
• Lead and support system walkdowns, collaborating with construction, commissioning, and operational teams to ensure thorough inspections and seamless transitions.
• Attend project meetings to track the progress of turnover packages (TOPS) and punch list completion status.
• Develop, implement, and monitor site-specific Lockout/Tagout (LOTO) procedures, ensuring compliance with OSHA requirements and maintaining a safe work environment.
• Manage work permitting and tagging activities, interfacing with construction, startup, and craft personnel.
• Monitor and maintain the performance and reliability of plant control systems and instruments, including inspection, testing, and diagnostics of electrical systems up to 4,160 volts.
• Ensure clear and timely communication between all project stakeholders to maintain transparency and efficient workflows.
• Participate in lessons-learned reviews and contribute to the preparation of project closeout reports.
• Assist in reviewing equipment specifications, purchases, and contracts to ensure alignment with turnover requirements.
Job Requirements:
• Ability to read and understand corporate programs, policies, procedures, and technical drawings.
• Strong written and verbal communication skills, with the flexibility to adapt to changes in a dynamic field environment.
• Proven experience in delivering complete turnover packages for large-scale projects.
• Expertise in OSHA Lockout/Tagout (LOTO) requirements and demonstrated success in coordinating LOTO activities on multiple projects.
• Strong analytical, problem-solving, and organizational skills, with the ability to work in a fast-paced, multitasking environment.
Physical Requirements:
• Duties require walking, standing for extended periods of time, crawling, stooping, sitting, climbing vertical and inclined ladders and stairs, and lifting and carrying up to 50 lbs.
• Frequent use of protective equipment, such as hard hats, safety glasses, and ear protection, as required by the job.
Education / Experience:
• High School diploma or GED required
• Engineering Degree, technology certification, or equivalent experience preferred.
• 5+ years Turnover Coordinator and LOTO experience is required.
