Title:                 Instrumentation Controls & Electrical (IC&E) Technician

Job Summary:  
PIC has an opportunity for an Instrumentation Controls & Electrical (IC&E) Technician at a 720-megawatt natural gas-fired combined-cycle facility located within the city limits of Northern Mankato, Minnesota. The IC&E Technician performs instrument, control and electrical maintenance functions to ensure safe, environmentally compliant operation of a combined-cycle power plant. The IC&E Technician will provide technical and analytical services essential to the control systems and associated equipment (electronic, electrical, pneumatic and hydraulic) and electrical maintenance (LV/MV/HV) and associated equipment. 

Essential Duties and Responsibilities:
•    Monitor, troubleshoot, maintain, and repair the plant’s electrical, controls, and instrumentation systems as assigned.
•    Initiate purchase requisitions for assigned systems/equipment and safely apply the lock-out tag-out process during maintenance on owned or other equipment/systems.
•    Responsible for electrical maintenance on equipment greater than 600 volts and a backup responsibility for less than 600 volts.
•    Conduct job safety briefings (JSB) at turnover and perform quality JSB’s for each job.
•    Comply with all site safety and environmental requirements and procedures.
•    Participation in the basic safety processes as a key member of the site safety committee and having a shared responsibility for the site’s overall safety performance.
•    Shall be capable of verifying absence of voltage on all systems (DC through 125V and AC through 345kV) utilizing appropriate meters or non-contact detectors.

Job Requirements:
•    Proficient in wiring/unwiring motors and components during maintenance and outages.
•    Skilled in troubleshooting electrical circuits (e.g., motor starters, lighting circuits) and resolving protective relay issues in line with NERC standards.
•    Collaborate with IC&E Technicians, Operations, Management, and Engineering on PLC/Ovation/Controls, system optimization, maintenance strategies, and documentation updates.
•    Preferred experience in combined cycle operations and industrial troubleshooting.
•    Knowledge of equipment limits, operating procedures, and power plant systems; perform corrective actions if needed.
•    Operate mobile equipment (e.g., forklifts, telehandlers) and perform rigging inspections and maintenance tasks.
•    Interpret control drawings, electrical schematics, and P&ID’s; make maintenance decisions independently.
•    Proficient with instrumentation test equipment, CEM System hardware/software, and reporting.
•    Strong verbal/written communication, mechanical aptitude, and problem-solving skills.
•    Proficient in Microsoft Office and able to interact with various stakeholders and vendors.
•    Participate in training programs and adhere to written procedures.
•    Available for night, overtime, weekend, and holiday work, with occasional travel.
•    Must have a valid driver’s license.

Physical Requirements:
•    Frequent standing, walking, bending, squatting, and lifting (up to 50 lbs.).
•    Use arms and hands to signal, grab, hold, push, pull, and operate tools.
•    Occasionally work at heights, climb ladders, and work from platforms.
•    Vision requirements: focus, distance, color, depth perception, and peripheral vision.
•    Must wear PPE (e.g., hard hat, safety glasses, ear protection, masks, gloves, steel-toe boots).
•    Able to hear alarms, equipment conditions, and receive oral instructions.
•    Able to visually assess plant conditions and avoid hazards.
•    Work in all weather conditions and moderate to high noise levels.

Education / Experience:
•    2-Year College or Technical Degree in electronics or instrumentation, plus electrical certification, or an equivalent qualification (e.g., Military EM/ET training)
•    2+ years of electrical maintenance troubleshooting and repair or equivalent required.
•    2+ years of experience in electronic, pneumatic, and hydraulic instrumentation and process controls for power plants required.
•    Experience with digital control systems, PLCs, Siemens T3000, CEMS, and Emerson Ovation Control System desired.
