Title:                     Environmental Health & Safety Specialist

Job Summary:  
PIC Group has an excellent opportunity for an experienced Environmental Health & Safety (EH&S) Specialist for a 587 MW CCGT generating station located in New Mexico. The EH&S Specialist reports directly to the Plant Manager and is responsible on implementing and maintaining environmental and North American Electric Reliability Corporation (NERC) activities for the facility and provide support in these areas. The candidate needs to have both multi-media environmental compliance, and NERC experience.

 Essential Duties and Responsibilities:
•    Day to day activities includes assisting the Plant Manager and worked assigned to him
•    Ensures all Plant activities are in full compliance with all applicable laws and regulations.
•    Prepares the necessary reports & monitors Plant compliance activities, for all local, state, and federal regulations.
•    Recommends corrective actions and improvements, when required.
•    Ensures all shipments of waste are properly coordinated, and that the plant adheres to all regulations.
•    For air emissions and Continuous Emissions Monitoring Systems (CEMS), supports or fulfills the role of CEMS Coordinator, or Back-Up CEMS Coordinator, as directed.
•    For waste shipments and water discharges, ensures sampling requirements are completed properly, documented, and properly and timely reported.
•    Ensures Environmental compliance, as set forth in specific site Environmental Manuals.
•    Coordinates environmental, safety, security, business continuity; and NERC drills, tests, and samples, for which contract services are required.
•    Ensures completion of all reporting requirements, in compliance with laws, regulations, permits, policies, and procedures.
•    Ensures outages, involving scheduled or unscheduled equipment repairs, are completed safely, conforming to all safety requirements, including contractor adherence.
•    Ensures that the following procedures/programs are understood, followed, and properly adhered to: lock-out, tag out (LOTO), confined space, machine guarding, personal protective equipment (PPE), mechanical integrity, management-of-change, and chemical safety compliance.
•    Provides training schedules for annual NERC, Security, Emergency Response, Safety, and Environmental Training requirements.
•    Compiles all necessary data, investigates, and prepares written reports, for any on-site accidents; following the guidelines, provided in the Safety Manual for Accident Reporting.
•    Provides viable alternatives and makes economic evaluations, related to plant equipment and/or procedures and modifications; to ensure improved NERC and Safety and Environmental compliance, including all environmental and other appropriate regulatory agencies.
•    Maintains and updates Plant’s NERC and Safety and Environmental records, within the Computerized Maintenance Management System (CMMS), as required & ensures the engineering library has complete electronic and hardcopy reports, for historical use.
•    Provide necessary technical support for all related NERC and Safety and Environmental bid specifications, evaluation of vendor/contractor bid proposals, and monitoring contractor work performance, to ensure contract compliance.
•    Provide NERC and Safety and Environmental direction, to Operations & Management employees. Participates in Plant emergency response, waste minimization, and pollution prevention programs.
•    Performs duties related to handling hazardous materials and wastes, and spill prevention and control, in accordance with applicable regulations.

Job Requirements:
•    Excellent analytical skills; and an ability to present facts, conclusions, and recommendations in written communications, both in formal and informal formats.
•    Must be able to deliver training material, in a manner that is easily understood by participants.
•    Excellent interpersonal skills, and a record of building consensus among internal and external parties, are required.
•    A thorough, demonstrated understanding of Power Plant operations, including a working knowledge of the Operations and Maintenance components of the Plant.
•    Knowledge of chemistry, as it relates to Power Plant operations, as well as environmental and water treatment programs, and statutory regulations.
•    Understands budgets, bid proposals, contract evaluations, and basic accounting principles.
•    Experience directly planning, coordinating, and directing varied programs and tasks; experience being involved with the engineering component of the plant, but also directly influencing entire plant operations.
•    General knowledge of Power Plant operations; including the interrelationship of North American Electric Reliability Corporation (NERC), security, safety, business continuity, insurance, and environmental compliance, with Operations and Maintenance functions.
•    Experience using continuous emissions monitoring software (CEMS)required.

Physical Requirements:
•    Requirements include the ability to reach, climb, walk, and stoop throughout the workday, as well as the possibility of standing on feet for extended periods, requiring stair and ladder climbing, and routinely lifting up to fifty (50) pounds.                                                                                                      
•    Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, and high-voltage protective equipment, etc.). Work with hazardous materials may be required.

Education / Experience:
•    Bachelor's degree in engineering or related discipline preferred
•    5+ years of EHS experience in power plant or power-related industry
